The course provides a basic orientation in the system of public administration in the Czech Republic. The aim is to give students a general overview of the organization and activities of public administration. The big part of the course consists of municipal and regional establishments, especially in their regulation according to the laws on municipalities and regions. In addition, the course will bring the basics of the study of regional development. At the end of the course, students will know the principles and functioning of public power, the foundations of the rule of law and the principles and functioning of constitutional and self-governing institutions, including the legislative process. At the same time, they will be familiar with the issues of regional development.

The output of the course will be knowledge of regional development in mutual contexts and connections, knowledge of systematization and application of multidisciplinary approaches in the practice of regional development and orientation in approaches to solving specific development problems with respect to the fundamental area of sustainability, i.e. economic, social and environmental development.

1. Defining the topic of regional development and public administration. Relation to other disciplines (especially geography, economics, political science, sociology)

2. Basics of regional and political geography, region, types of regions, functional region and regional hierarchy, state and state organization, division of states according to the exercise of power and form of government, supranational and international organizations

3. Public administration, public service, administrative science and its development. Organization of public administration and organizational principles, decision-making in public administration and its factors and principles

4. State administration in the Czech Republic - structure of state administration in the Czech Republic, functions and powers of central state administration bodies and other central state administration bodies

5. Territorial self-government - legislative framework of activities of municipalities, types of municipalities in the Czech Republic according to the Act on Municipalities, position of the capital, statutory cities, towns and municipalities, characteristic features of municipalities

6. Competence of municipalities, local administration and self-government, local legal regulations - independent competence, delegated competence, local legislation, validity and effectiveness of local legal regulations

7. Regional establishment - legislative regulation, differences and identical elements with the municipal establishment

8. Theory of regional development; basic theory and conceptualization of the region. Regionalization, theoretical approaches to territorial development

9. Regional development (localization, social, transport, environmental factors)

10. Tools of regional development (spatial planning, strategic planning, regional marketing; support of innovation and business environment, innovative approaches to spatial development management)

11. Structurally affected regions and their political, economic and social specifics

12. Finances and budgets, urban management

13. Discussion of current trends in public administration reform

14. Examples of successful and unsuccessful regions. Discussion of different development trajectories, the process of territorial change.
