The course is focused on the description of basic principles of human decision-making, decision-making process in public administration (incl. politics), decisions made by cities or regions, good governance, two modes of decision-making - in times of calm and in times of crisis, forms of decision-making – management and planning. Specifics of Czech system of public administration, limits of decision-making within the public administration hierarchy is being also discussed. Exercises are designed as discussion seminars or individual or group work of students focused on practical tasks from practice

Students will understand the basis of decision-making process in complex systems. They will understand this process as the interaction of control layers; and planning as a form of decision-making process in advanced systems. They will be able to distinguish modes of decision-making, main areas of public administration and also the limits of decision-making in these areas.
