Annotation -
This course introduces the students to legal regulations of environmental protection, gives orientation in system of law and public administration. Especially solving model exercises and giving of practical cases are accented. The course acquaints with organization of public administration in the Czech Republic and the EU and with basic institute of public international law, EU law, constitutional law, criminal law and particularly administrative law (Administrative Procedure, Control Procedure, Misdemeanors).

Attendance at three lectures is mandatory (practical examples are solved). Students solve an individual project - an example from practice - a case in the field of the environment from a legal perspective; the defense takes place in January before other students.

Teaching methods -

Lectures (containing examples from practice), ppt presentations (2 versions: brief and extended), exemplary documents (real decisions, binding opinions, etc.) uploaded in e-learning. The student studies the material in a self-study format, the teacher provides individual consultation upon request. Students solve the assigned model examples based on practice in advance as homework - at three control meetings, the solution is discussed and the material covered is clarified, when the student receives feedback from the teacher. Students work in groups to solve real case studies - projects in the field of environmental law. Lectures respond to current developments in the field and connect it with the practical level, students search for data themselves and propose the method and goals of their analyses, analytical work in a team. The teacher is an external expert - a practitioner.

Requirements to the exam -

The exam consists of a written and oral part. 30 points can be obtained from the written part (free answer + multiple choice). The question related to criminal law is a bonus - a maximum of 32 points can be obtained, a minimum of 15 points is required. An exemplary written part is in the e-learning. The oral part of the exam includes one question, the topic "criminal law" is optional. Based on a pre-assigned model example, it is possible (it is not obligatory) to prepare a power of attorney, first-instance decision, appeal and second-instance decision at home and obtain up to 5 points from the written part of the exam (i.e. a maximum of 37 points; a minimum of 15 points is required).

Learning outcomes -

After completing this course, students will be familiar with the system of law and public administration. They will gain knowledge of the Administrative Code, the Control Code, the Misdemeanor Act, means of public administration control and the basics of criminal law. They will be able to write an administrative act - a decision (first and second instance), a submission (e.g. an appeal). They will learn to find legal regulations (Czech and EU) and be able to use them. They will learn to find judgments - especially those of administrative courts. As part of an individual project, students will become familiar with a specific case (real decision, judgment, inspection report, resolution of the Czech Police, etc.) in the field of environmental law.
